Operation transparency: first act
there a law, the 241/90, which requires the government administrative transparency and evidence in public documents. Then on to the legislation regulating the matter after the earthquake in multiple locations was made explicit reference to the requirement of use of information systems / computer (read institutional sites) in order to make clear the work and the development of bureaucratic procedures.
